If the spots were pinpoint in size and concentrated by each other like the result of series of bb's hitting an animal, then I would guess that it's the same as we see in beef and term it as being blood shot. I've always been told that it's a result of the trauma involved in the way the animal died. And is actually ruptured blood vessels.
If that's the case there would be no problem with eating the meat.
If this deer traveled a distance before dying, or took a long time to die then that would be my hypothesis.
